Students succeed
More students learn well, feel supported and leave school prepared to participate confidently in Nagaland’s future.
Mission SOAR focuses on the governance, implementation and improvement systems that shape what schools are able to do.

Strengthen the public system’s capacity to improve schools.
Mission SOAR works through Nagaland’s education institutions so that priorities are state-led, reform is grounded in operating realities and improvement is carried by the people responsible for the system.
Success is a system that can diagnose problems, design and test responses, support schools, use evidence and sustain improvement independently. Mission SOAR succeeds when the system no longer needs Mission SOAR.

From diagnosis to lasting ownership.
The process translates the principles into action. It remains iterative: evidence from schools and implementers can change the design, pace or sequence at any stage.
Study what students, teachers, school leaders and officials experience in practice.
Examine the structures, processes, incentives and constraints behind the problem.
Use first principles, evidence and relevant best practices to design solutions for Nagaland.
Test solutions repeatedly in real school settings, learn from implementation and improve the design.
Strengthen the design, tools and implementation model before expanding carefully.
Embed capability, ownership and routines so the state can sustain and improve the work independently.
The Steering Committee brings together government leadership and education-system institutions to guide priorities, review progress and keep implementation aligned with Nagaland’s long-term goals.
